"Promoting" Projects

It would be kinda not fair if some people can make their projects "sticky" and others can't, so 'special messages' have to be disabled for this forum.

But some projects are important for the development of our site, so if you have on like this speak up, and it will be "promoted". What does that mean? Well...remember the birthday thread for Windy? And the Critique Board sign-up? AND the time-zones? It will mos likely be something like that XD
