Promoting Contests

This is the same thing with the Projects. Users with titles are able to make their contests sticky and stuff while other people can't. No one has done this at all (except me, which is a little bit sad...sorry ^^;;;, but still...

Instead of having some contests sticky, some as announcements, and some just there, all contest will be "promoted", with its own little news announcement at the home site. If you do NOT want your contest to be posted on the home page (for whatever reason XD) Then please say so.
